After all, Americans, on average, spend nearly an hour (<a href=\"https:\/\/data.census.gov\/table\/ACSST5Y2021.S0801?t=Age+and+Sex\">53.6 minutes<\/a>) traveling to and from work each day, according to U.S. Census Bureau data. That commute costs Americans, on average, $8,466 each year \u2014 <a href=\"https:\/\/listwithclever.com\/research\/best-and-worst-cities-for-commmuters-2022\/#methodology\" target=\"_blank\" rel=\"noopener\">about 19% of their annual income<\/a> \u2014 according to Clever Real Estate.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-spend-statistic.png\" alt=\"average annual commuter cost in america\" class=\"wp-image-13544 lazyload\" style=\"width:622px;height:auto\"\/><noscript><img decoding=\"async\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-spend-statistic.png\" alt=\"average annual commuter cost in america\" class=\"wp-image-13544 lazyload\" style=\"width:622px;height:auto\"\/><\/noscript><\/figure>\n\n\n\n<p>However, HR leaders can ease that burden by implementing a commuter benefits program.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what_are_commuter_benefits_\"><strong>What are Commuter Benefits?&nbsp;<\/strong><\/h2>\n\n\n\n<p>Commuter benefits are <a href=\"https:\/\/compt.io\/guide\/employee-perks\/\">employee perks<\/a> that offset or reduce transit and parking expenses for getting to and from work. <\/p>\n\n\n\n<p>For nearly 40 years, companies have been able to help pay commuting costs thanks to the <a href=\"https:\/\/digitalcommons.pace.edu\/cgi\/viewcontent.cgi?article=1578&amp;context=plr\">Tax Reform Act of 1984<\/a>, according to Pace Law Review. <\/p>\n\n\n\n<p>While the federal government doesn&#8217;t mandate these benefits, several cities have passed laws that require employers with a certain number of employees to offer commuter benefit programs on a pre-tax basis.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The San Francisco Bay Area requires companies with 50 or more full-time employees to offer such benefits.<\/li>\n\n\n\n<li>Philadelphia&#8217;s ordinance also applies to companies with 50 or more employees who worked an average of 30 or more hours a week for the past 12 months<\/li>\n\n\n\n<li>Washington, D.C., New York City, and Seattle ordinances apply to companies with 20 or more full-time employees.<\/li>\n\n\n\n<li>New Jersey is the only state to have enacted such legislation, which applies to all companies with at least 20 employees.<\/li>\n<\/ul>\n\n\n\n<p>Employers in many cities without those laws also offer commuter benefits to help cover the cost of parking, public transportation, and other commuter expenses. In fact, in 2024, <a href=\"https:\/\/www.themuse.com\/advice\/vibe-awards-2024-office-life-and-perks\" target=\"_blank\" rel=\"noreferrer noopener\">approximately 72% of companies<\/a> across the United States offered them to their employees in some form.<\/p>\n\n\n\n<p>As the <a href=\"https:\/\/compt.io\/blog\/return-to-office-mistakes\/\">RTO tug-of-war<\/a> between companies and workers continues, that percentage has probably risen in the two years since then.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic.png\" alt=\"commuter benefit popularity\" class=\"wp-image-13546 lazyload\" style=\"width:621px;height:auto\"\/><noscript><img decoding=\"async\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic.png\" alt=\"commuter benefit popularity\" class=\"wp-image-13546 lazyload\" style=\"width:621px;height:auto\"\/><\/noscript><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"types_of_commuter_benefits\"><strong>Types of Commuter Benefits<\/strong><\/h2>\n\n\n\n<p>Commuter benefits fall under two categories: pre-tax and after-tax.<\/p>\n\n\n\n<p>The former means that employees\u2019 pre-tax dollars fund these benefits. According to the IRS, these transportation benefits include fully or partially covering:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/compt.io\/blog\/parking-reimbursement\/\">Parking expenses<\/a>, such as fees for using parking lots, parking garages, and parking meters<\/li>\n\n\n\n<li>Public transit expenses, including riding the bus, ferry, train, subway, and trolley<\/li>\n\n\n\n<li>Van pooling, in which there&#8217;s seating capacity for at least six adults (excluding the driver) and for which at least 80% of the vehicle&#8217;s annual mileage is for transporting employees to and from work<\/li>\n<\/ul>\n\n\n\n<p>The latter is when companies pay for transit and parking expenses that exceed pre-tax contribution limits. These transportation benefits include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/compt.io\/blog\/gas-stipends-common-questions\/\">Gas stipends<\/a><\/li>\n\n\n\n<li>Toll reimbursement<\/li>\n\n\n\n<li>Flexibility to work from home<\/li>\n\n\n\n<li>Carpool system<\/li>\n\n\n\n<li>Monthly stipend for Uber, Lyft, or other ride-sharing apps<\/li>\n\n\n\n<li>Annual stipend for vehicle maintenance<\/li>\n\n\n\n<li>Monthly stipend for bicycle repairs<\/li>\n<\/ul>\n\n\n\n<p>Before 2018, employees who commuted by bike could be reimbursed with pre-tax dollars. Then, the Tax Cuts and Jobs Act (TCJA) removed bicycling from eligible transit benefits through 2025. The only glimmer of hope was the <a href=\"https:\/\/www.govtrack.us\/congress\/bills\/117\/hr384\">Bicycle Commuter Act of 2021,<\/a> which would&#8217;ve repealed the TCJA&#8217;s suspension, but the bill failed to gain any traction.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/01\/commuter-benefit-example.webp\" alt=\"parking reimbursement example\" class=\"wp-image-13133 lazyload\" style=\"width:525px;height:auto\"\/><noscript><img fetchpriority=\"high\" decoding=\"async\" width=\"493\" height=\"525\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/01\/commuter-benefit-example.webp\" alt=\"parking reimbursement example\" class=\"wp-image-13133 lazyload\" style=\"width:525px;height:auto\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/01\/commuter-benefit-example.webp 493w, https:\/\/compt.io\/wp-content\/uploads\/2024\/01\/commuter-benefit-example-282x300.webp 282w\" sizes=\"(max-width: 493px) 100vw, 493px\" \/><\/noscript><figcaption class=\"wp-element-caption\">What parking and commuter benefits look like with Compt<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"how_commuter_benefits_work\"><strong>How Commuter Benefits Work<\/strong><\/h2>\n\n\n\n<p>As an employer, the Internal Revenue Service (IRS) allows you to pay for employees\u2019 commuting expenses with pre-tax dollars, up to a certain amount per month.<\/p>\n\n\n\n<p><strong>Beginning in 2025, the monthly contribution limits are:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Qualified parking expenses: <\/strong>$325, up from $315 in 2024.<\/li>\n\n\n\n<li><strong>Commuter highway vehicle transportation and transit passes:<\/strong> $325, for combined expenses on transit passes and vanpooling.<\/li>\n<\/ul>\n\n\n\n<p>It&#8217;s important to note that <strong>these limits are separate from one another<\/strong>. An employee could potentially exclude up to $650 per month if they incur both types of expenses.<br><br>Psst: See <a href=\"https:\/\/www.irs.gov\/publications\/p15b\">IRS Publication 15-B (2025)<\/a> for more details.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"why_you_should_offer_commuter_benefits\"><strong>Benefits of Offering Commuter Benefits<\/strong><\/h2>\n\n\n\n<p>It\u2019s no surprise that most people loathe commuting. It\u2019s costly, time-consuming, and oftentimes aggravating, especially if you get stuck in rush hour traffic or miss your train. In a RingCentral survey, nearly half of the participants said they&#8217;d <a href=\"https:\/\/www.businessnewsdaily.com\/15004-survey-toll-of-commute.html\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;rather clean toilets&#8221;<\/a> than commute to a physical office or pre-pandemic workplace. Ouch!<\/p>\n\n\n\n<p>It gets even crazier when you consider the fact many employees don&#8217;t have to work from an office. According to economists at the University of Chicago, <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3569412\" target=\"_blank\" rel=\"noreferrer noopener\">more than one-third of today&#8217;s jobs<\/a> can be done from home.<\/p>\n\n\n\n<p>And according to the most recent data from <a href=\"https:\/\/www.gallup.com\/401384\/indicator-hybrid-work.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Gallup<\/a>, among U.S. employees in remote-capable roles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>21% <\/strong>worked exclusively on-site<\/li>\n\n\n\n<li><strong>27%<\/strong> worked entirely remotely<\/li>\n\n\n\n<li><strong>53% <\/strong>follow a hybrid schedule, splitting time between remote and on-site work<\/li>\n<\/ul>\n\n\n\n<p>This means around 74% of remote-capable employees commute to their workplace at least occasionally.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Although eliminating mass transit and parking headaches may be out of HR leaders&#8217; hands, they can still give their employees some much-needed relief. <\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-improve-employee-morale-and-engagement\">Improve employee morale and engagement<\/h3>\n\n\n\n<p>Commuter benefits funded by pre-tax dollars can <a href=\"https:\/\/compt.io\/blog\/8-most-effective-employee-engagement-strategies\/\">improve employee morale and engagement<\/a> by helping team members save money on their commuting expenses. <\/p>\n\n\n\n<p>Your staff will appreciate not having to pay their own way to come to work, which can ultimately reduce employee turnover. Nearly two-thirds (64%) of employees cited &#8216;pay and benefits&#8217; as the <a href=\"https:\/\/www.gallup.com\/workplace\/389807\/top-things-employees-next-job.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">most important factor in accepting a job offer<\/a>, according to a 2022 Gallup poll. Believe it or not, offering parking benefits and assistance with transit expenses can be a difference maker, especially if employers are demanding a return to office. <\/p>\n\n\n\n<p>And a 2024 Economist Impact study revealed that <a href=\"https:\/\/www.economistgroup.com\/press-centre\/economist-impact\/70-of-us-workers-would-be-willing-to-switch-jobs-for-better-benefits\">70% of employees<\/a> would be willing to ditch their current employer for one with a better benefits package.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/benefits-importance-statistic.png\" alt=\"70% of employees would be willing to ditch current employer for better benefits\" class=\"wp-image-13548 lazyload\" style=\"width:612px;height:auto\"\/><noscript><img decoding=\"async\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/benefits-importance-statistic.png\" alt=\"70% of employees would be willing to ditch current employer for better benefits\" class=\"wp-image-13548 lazyload\" style=\"width:612px;height:auto\"\/><\/noscript><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-tax-benefit-savings\"><strong>Tax benefit savings <\/strong><\/h3>\n\n\n\n<p>Don&#8217;t forget the tax benefits. With less taxable income to account for, employees will see higher tax savings and keep more money in their pockets. Meanwhile, <a href=\"https:\/\/www.dvrpc.org\/news\/mediareleases\/commuterbenefit\/\" target=\"_blank\" rel=\"noreferrer noopener\">employers can save up to 10%<\/a> on Federal Insurance Contributions Act (FICA) and payroll taxes, according to Philadelphia city officials, who enacted an ordinance requiring commuter benefit programs starting this year.<\/p>\n\n\n\n<p>In addition to the tax savings, a commuter program can reduce an organization&#8217;s carbon footprint by promoting ride-sharing and public transit rather than more cars on the road.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"final_thoughts\"><strong>Commuter benefits is a top perk to offer your people<\/strong><\/h3>\n\n\n\n<p>Giving compensation, health insurance and paid time off (PTO) simply isn&#8217;t enough anymore.
