{"id":14962,"date":"2025-02-27T06:00:00","date_gmt":"2025-02-27T13:00:00","guid":{"rendered":"https:\/\/compt.io\/?p=14962"},"modified":"2025-04-21T12:41:19","modified_gmt":"2025-04-21T18:41:19","slug":"how-to-make-your-return-to-office-rto-policy-better-for-employees","status":"publish","type":"post","link":"https:\/\/compt.io\/blog\/how-to-make-your-return-to-office-rto-policy-better-for-employees\/","title":{"rendered":"Returning to Office: How to Make Your RTO Policy Better for Employees"},"content":{"rendered":"\n<p>In 2025, nearly half a decade after the COVID-19 pandemic forced businesses to shift to remote work, a significant majority of U.S. companies have implemented return-to-office (RTO) policies.<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/www.resumebuilder.com\/9-in-10-companies-will-have-returned-to-office-by-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">2024 survey<\/a> from Resume Builder, 64% of the 764 surveyed companies said they already require employees to work from the office, 23% plan to implement RTO policies by 2025, and 7% by 2026 or later. Only 6% said they have no plans at all for RTO. And all 764 of these companies adopted a fully remote model during the pandemic.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Another survey from Resume.org found that<a href=\"https:\/\/www.resume.org\/1-in-3-companies-are-forcing-return-to-office-due-to-existing-office-leases-agreements\/\" target=\"_blank\" rel=\"noreferrer noopener\"> nearly three-quarters<\/a> of companies with existing RTO policies expect employees to work in the office at least three days a week by the end of 2025.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/1-3.png\" alt=\"resume.org stat about companies expecting employees to work in the office\" class=\"wp-image-14976 lazyload\" style=\"width:707px;height:auto\"\/><noscript><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/1-3.png\" alt=\"resume.org stat about companies expecting employees to work in the office\" class=\"wp-image-14976 lazyload\" style=\"width:707px;height:auto\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/1-3.png 1024w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/1-3-300x225.png 300w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/1-3-768x576.png 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/noscript><\/figure>\n<\/blockquote>\n\n\n\n<p>Before you fly into a potential fit of rage \u2013 <em>HOW DARE THEY?! <\/em>The truth is, there are plenty of legitimate reasons for doing so \u2014 prior investments in office spaces, infrastructure, or a new HQ, for example. It\u2019s also easier to monitor workflows and accountability when everyone is in one place. And new hires and junior employees <em>do<\/em> benefit from on-the-spot guidance.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>But for your team members who were hired remote or adjusted to that work model, the thought of returning to the office will likely create mixed emotions. Some may welcome the change, but many will feel anxious or even resistant. <\/p>\n<\/blockquote>\n\n\n\n<p>And can you blame them? <\/p>\n\n\n\n<p>As noted, for the past five-plus years, remote has jumped tremendously for the many workers that <em>are <\/em>able to work remote (as essential employees were excluded from this trend). Whether or not you agree with it though, if your organization is one that is rolling out \u2018back to the office\u2019 announcements, there is a right and wrong way to go about it.<\/p>\n\n\n\n<p>So, how can you make RTO more inviting for your people? <strong>In today&#8217;s guide, I&#8217;m going to show you exactly how.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-do-returning-to-office-rto-policies-work\"><strong>How do Returning to Office (RTO) policies work?<\/strong><\/h2>\n\n\n\n<p>A return-to-office (RTO) policy is a set of guidelines and procedures outlining how your employees are expected to work in the office. It covers when employees need to be in the office, what safety measures you&#8217;ll put in place, and how remote work will still be accommodated (if at all).<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/4-1.png\" alt=\"examples of return to office policy models\" class=\"wp-image-14979 lazyload\"\/><noscript><img decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/4-1.png\" alt=\"examples of return to office policy models\" class=\"wp-image-14979 lazyload\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/4-1.png 1024w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/4-1-300x225.png 300w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/4-1-768x576.png 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/noscript><\/figure>\n\n\n\n<p>There are three ways you can model an RTO policy:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Optional RTO: <\/strong>Giving employees a choice in whether or not to return to the office. For instance, Spotify has <a href=\"https:\/\/www.entrepreneur.com\/business-news\/spotify-keeping-work-from-anywhere-policy-no-rto-mandate\/481338\" target=\"_blank\" rel=\"noreferrer noopener\">allowed employees to work from anywhere<\/a> since 2021, with no mandated office days.<\/li>\n\n\n\n<li><strong>Hybrid RTO: <\/strong>Continuing to allow remote-capable employees to work from home part of the week. Apple, Citigroup, Google, J.P. Morgan, and Meta are all examples of companies <a href=\"https:\/\/hubblehq.com\/blog\/famous-companies-workplace-strategies\" target=\"_blank\" rel=\"noreferrer noopener\">requiring employees to show up three days per week<\/a>.<\/li>\n\n\n\n<li><strong>Full-time RTO<\/strong>: Mandating that all employees be office-based during regular working hours. Amazon, for instance, has mandated that its corporate employees <a href=\"https:\/\/www.reuters.com\/technology\/amazon-mandates-five-days-week-office-starting-next-year-2024-09-16\/\" target=\"_blank\" rel=\"noreferrer noopener\">return to the office five days a week<\/a> starting in January 2025.<\/li>\n<\/ul>\n\n\n\n<p>Hybrid RTOs are the most common \u2014 2024 data from Gallup shows that <a href=\"https:\/\/www.gallup.com\/401384\/indicator-hybrid-work.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">more than half<\/a> (55%) of remote-capable employees in the U.S. employees work on a hybrid schedule.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-designing-a-successful-rto-policy\"><strong>Designing a successful RTO policy<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/5.png\" alt=\"how to design a successful RTO policy\" class=\"wp-image-14981 lazyload\"\/><noscript><img decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/5.png\" alt=\"how to design a successful RTO policy\" class=\"wp-image-14981 lazyload\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/5.png 1024w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/5-300x225.png 300w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/5-768x576.png 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/noscript><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-understand-the-potential-impact-rto-policy-will-have-on-your-workforce\"><strong>1. Understand the potential impact RTO policy will have on your workforce.<\/strong><\/h3>\n\n\n\n<p>The reality is that with many employees working remotely so long, return-to-office policies <em>will <\/em>uproot employees&#8217; lives and force them to retrofit their entire schedules around a new work paradigm. This is especially problematic for working parents, caregivers, and those who have established routines based on their remote work schedules.&nbsp;<\/p>\n\n\n\n<p>It\u2019s also an issue for those who moved during the pandemic, as so many did, to be outside of high\u2010cost, traditional office hubs. In fact, according to \u201c<a href=\"https:\/\/eig.org\/wp-content\/uploads\/2023\/05\/EconReport_RemoteWorkersnotheMove2_Feb2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">The New Geography of Remote Work<\/a>\u201d by Dr. Adam Ozimek, about 2.4% of Americans (~4.9\u202fmillion people) reported having moved because of remote work since 2020.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/2-3.png\" alt=\"about 2.4% of Americans (~4.9\u202fmillion people) reported having moved because of remote work since 2020\" class=\"wp-image-14977 lazyload\" style=\"width:705px;height:auto\"\/><noscript><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/2-3.png\" alt=\"about 2.4% of Americans (~4.9\u202fmillion people) reported having moved because of remote work since 2020\" class=\"wp-image-14977 lazyload\" style=\"width:705px;height:auto\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/2-3.png 1024w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/2-3-300x225.png 300w, https:\/\/compt.io\/wp-content\/uploads\/2025\/02\/2-3-768x576.png 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/noscript><\/figure>\n\n\n\n<p>Beyond the impact it&#8217;ll have on your employees&#8217; lives, you have to consider the following:<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-direct-costs\"><strong>Direct costs<\/strong><\/h4>\n\n\n\n<p>Unless you&#8217;re renting a space through a service like WeWork, you have the costs that come with operating a physical office space, like utilities, cleaning, security, and general upkeep.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-talent-acquisition-and-retention\"><strong>Talent acquisition and retention<\/strong><\/h4>\n\n\n\n<p>In a<a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=5031481\" target=\"_blank\" rel=\"noreferrer noopener\"> late 2024 study<\/a>, the University of Pittsburgh tracked over 3 million tech and finance workers&#8217; LinkedIn employment histories and over 2 million job postings to analyze the effect of RTO on S&amp;P 500 firms.<\/p>\n\n\n\n<p>Among companies with RTO mandates, they found that on average:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Turnover rates increased by 14%.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Time-to-hire rose by 23%.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Hire rates decreased by 17%.<\/li>\n<\/ul>\n\n\n\n<p>Some of your best employees might leave. The indirect costs of hiring and having job vacancies are going to rise significantly. Attracting top talent will be more difficult. And being less competitive in the labor market could result in not filling that position at all.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-resource-commitments\"><strong>Resource commitments<\/strong><\/h4>\n\n\n\n<p>If you&#8217;re taking out a lease for a new office building, know that commercial leases generally last 3-5 years. Even if the decision has unforeseen negative consequences for your team, you could be locked into that agreement (and its corresponding payments) for almost half a decade.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-collaboration-and-team-cohesion\"><strong>Collaboration and team cohesion<\/strong><\/h4>\n\n\n\n<p>Back in 2022, when U.S. COVID guidelines started to ease, Envoy <a href=\"https:\/\/www.businesswire.com\/news\/home\/20220628005352\/en\/The-Great-Workplace-Return-90-of-Employees-Say-Being-Back-In-Office-Is-Better-Than-Expected-Envoy-Survey-Reports\" target=\"_blank\" rel=\"noreferrer noopener\">surveyed 1,000 American office workers<\/a>. 90% said being back is &#8220;better than they expected,&#8221; and 36% said priority meetings and collaborative work are reserved for their days onsite.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Many will argue there is no substitute for the connections you can make when you&#8217;re face-to-face with your peers and managers every day. <\/p>\n<\/blockquote>\n\n\n\n<p>In-person interactions facilitate spontaneous discussions and relationship-building. And they (can) create stronger bonds that lead to a unified team culture.<\/p>\n\n\n\n<p><strong>But the flip side of that is worth considering: <\/strong>Remote work can mean fewer distractions and interruptions from that constant colleague banter. This could be why the Bureau of Labor Statistics finds that, across 61 different industries, <a href=\"https:\/\/www.bls.gov\/opub\/btn\/volume-13\/remote-work-productivity.htm\" target=\"_blank\" rel=\"noreferrer noopener\">productivity increases as remote work increases<\/a>.<\/p>\n\n\n\n<p>There&#8217;s also a lot of evidence challenging the common belief that &#8216;collaboration is better in the office.&#8217; For instance, data from <a href=\"https:\/\/www.cultureamp.com\/blog\/remote-vs-hybrid-vs-in-office\" target=\"_blank\" rel=\"noreferrer noopener\">Culture Amp<\/a> indicates remote employees feel more positively about collaboration, consultation, and communication compared to their in-office or hybrid counterparts.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-evaluate-whether-rto-is-truly-necessary\"><strong>2. Evaluate whether RTO is truly necessary.<\/strong><\/h3>\n\n\n\n<p>If you don&#8217;t align your RTO with your employees&#8217; needs, there might be significant consequences (potentially leading to total <a href=\"https:\/\/compt.io\/blog\/return-to-office-mistakes\/\">RTO failures<\/a>). Consider Amazon&#8217;s January 2025 policy requiring everyone to return to the office: one survey found that <a href=\"https:\/\/www.cnbc.com\/2024\/09\/26\/73percent-of-amazon-workers-considering-quitting-after-5-day-rto-mandate.html\" target=\"_blank\" rel=\"noreferrer noopener\">73% of employees<\/a> are considering quitting because of it.<\/p>\n\n\n\n<p>To determine whether an RTO policy is truly beneficial, start by surveying your employees. Ask them:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How they feel about each RTO option (optional vs. hybrid vs. full-time)<\/li>\n\n\n\n<li>What their reaction to returning to the office would be<\/li>\n\n\n\n<li>How important in-person interactions are for their job role<\/li>\n\n\n\n<li>What they need from you to succeed in an onsite or hybrid position<\/li>\n\n\n\n<li>Their thoughts on the biggest challenges or benefits of each RTO option<\/li>\n\n\n\n<li><a href=\"https:\/\/compt.io\/blog\/create-an-employee-benefits-survey-with-example-questions-template\/\">Which perks and benefits would make their lives easier<\/a> during the transition<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Based on that feedback, you can run a cost-benefit analysis to determine whether the benefits of RTO are worth the projected costs, and how you can best implement it.<\/p>\n<\/blockquote>\n\n\n\n<p>Once you draft the policy, you can send a follow-up survey to see how comfortable they are with what you&#8217;ve created and what could improve it. Making your employees feel a part of the decision, rather than being told what they can and can\u2019t do can make all the difference in how they approach new policies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-make-your-rto-policy-as-flexible-as-possible\"><strong>3. Make your RTO policy as flexible as possible.<\/strong><\/h3>\n\n\n\n<p>Nine times out of ten, <strong>you&#8217;re going to want to avoid the \u20185-days in-office\u2019 mandate<\/strong>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.pwc.com\/us\/en\/services\/consulting\/business-transformation\/library\/assets\/pwc-2024-workforce-radar-report.pdf?ref=charterworks.com\" target=\"_blank\" rel=\"noreferrer noopener\">PwC research<\/a> finds that hybrid workers tend to feel more engaged and satisfied than both their five-days-in-the-office and fully remote counterparts. And according to the aforementioned &#8220;Global Indicator&#8221; report from Gallup:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Six in 10 remote-capable employees want hybrid work.<\/li>\n\n\n\n<li>Just over one-third (34%) prefer fully remote.<\/li>\n\n\n\n<li>Fewer than 10% want full-time onsite.<\/li>\n<\/ul>\n\n\n\n<p>As an employer, the hybrid model can give you the best of both worlds. You can still reap the potential benefits of in-person collaboration and communication, without the drawbacks of forcing everyone to completely change their schedule.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Beyond going hybrid, you can make your return-to-office policy even more flexible by requiring in-office presence X number of times per week or month, but giving them the option to choose which days they actually come in.<\/p>\n<\/blockquote>\n\n\n\n<p>You could also implement core team hours, set flexible start\/finish times, minimize time spent in meetings, and give your team a flexible time-off policy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-4-offer-commuter-benefits\"><strong>4. Offer commuter benefits.<\/strong><\/h3>\n\n\n\n<p>With remote work, there are no commuting costs. For those who need to come in, the average commute costs<a href=\"https:\/\/www.bankrate.com\/credit-cards\/news\/average-cost-of-commuting\/\" target=\"_blank\" rel=\"noreferrer noopener\"> $8,466 per year<\/a>. Compared with the median annual salary ($61,984, <a href=\"https:\/\/www.sofi.com\/learn\/content\/average-salary-in-us\/\" target=\"_blank\" rel=\"noreferrer noopener\">as of January 2025<\/a>), that&#8217;s 13.66% of their entire pre-tax income.<\/p>\n\n\n\n<p>In 2024, <a href=\"https:\/\/www.themuse.com\/advice\/vibe-awards-2024-office-life-and-perks\" target=\"_blank\" rel=\"noreferrer noopener\">about 72% of companies<\/a> offered commuter benefits, which are <a href=\"https:\/\/compt.io\/guide\/fringe-benefits-hr-guide\/\">fringe benefits<\/a> that offset transit and<a href=\"https:\/\/compt.io\/blog\/parking-reimbursement\/\"> parking expenses<\/a> that come with commuting.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" data-src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic.webp\" alt=\"commuter benefit usage statistic\" class=\"wp-image-13546 lazyload\" style=\"width:613px;height:auto\"\/><noscript><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic.webp\" alt=\"commuter benefit usage statistic\" class=\"wp-image-13546 lazyload\" style=\"width:613px;height:auto\" srcset=\"https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic.webp 1024w, https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic-300x225.webp 300w, https:\/\/compt.io\/wp-content\/uploads\/2024\/06\/commuter-benefit-usage-statistic-768x576.webp 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/noscript><\/figure>\n\n\n\n<p>Payments for employees&#8217; parking, public transit, and vanpooling expenses are non-taxable. Others, like <a href=\"https:\/\/www.compt.io\/gas-stipends-answers-to-9-common-questions\">gas stipends<\/a>, toll reimbursement, and stipends for ridesharing apps, are not.<\/p>\n\n\n\n<p><strong><em>You can offer commuter benefits through Compt.
